An example of a building development plan is shown for Agecroft Fire Station (AFS), part of the Greater Manchester Fire and Rescue Service. This was a live client for Harry during his time at Salford University. Manchester Fire and Rescue used the ideas to help improve their building assets. He subsequently completed many development plans in the education sector, particularly for primary and secondary schools where budgets are traditionally very tight and onsite windows are complex.

This building appraisal identified that AFS could improve their building asset by the following:

  • raise the standards of AFS to grade A (as good as new);
  • reduce utility bills by 50% and merge blue light services to optimise the asset value at AFS;
  • AFS can reduce their energy consumption by 40% to 50% by improving the building's fabric and implementing renewable and sustainable systems;
  • a new layout enables the client to fully utilise rooms and optimise their asset values, this has also led to zoned areas of the building so systems can more effectively be controlled and monitored;
  • an understanding of payback periods over an achievable timeframe;
  • a published development plan that scopes and prioritises the recommended works over a number of years, thus making it more financially viable and able to remain open whilst work is taking place and;
  • a feasibility study can be applied to all 41 fire stations in the Greater Manchester area - optimising asset value, reducing energy bills, improving physical condition, aesthetic impact, sustainability, technical and energy performance, and wider performance of the estate.
